I have a few mice with tiny receivers like that now, they barely sit out over the port :D

As far as I understand they could be a lot smaller, but that would discriminate against people with fat fingers.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.

They can be tough to pull out sometimes due to lack of grip and laptop structure :)
