http://news.bbc.co.uk/1/hi/business/8376009.stmThe Bonn Declaration of 2001 was a commitment by the world's richest countries to pay $410m a year into a fund to help the world's poorest countries tackle the effects of climate change.
Only the money either never materialised or hasn't been distributed, and Messrs Brown and Sarkozy want to do it all over again?
Perhaps they should look into the recent history, and see whether it's worth reviving the original fund, rather than starting it all over again.
