Realistically, I think she's probably correct, though I hope they do a better job of questioning her at the inquiry than they did Blair (unlikely I know); she had quite a few opportunities to walk away before she actually did...

The reason that she left it so long was that she loved the job that she had and really did not want to leave it. Only when it was clear that she had to decide that she actually did.
