Only did one year of German at school and apart form 1 to 10 and a few words, like Rathaus, I didn't learn much.

From memory the Dutch is half vor twee (my Dutch spelling isn't what it was) which is half before two which is why it's 13:30 for instance. The before part can be omitted apparently but the usage remains the same. The equivalent of the English would be half over twee IIRC, and you'd get some funny looks saying it like that. I would assume the German is very similar, it's been even longer since I did German.
The English form doesn't indicate if it's before or after which is where the confusion occurs. British people know it's after the hour whereas non-native English speakers don't necessarily know this is the case.
