I'd wear a suit but then I like wearing suits. TBH it doesn't really matter, as long as it's clear you've made a bit of an effort/applied some thought, so vaguely decent shirt open/with tie to suit your comfort. Basically nothing scruffy. Telephone interviews I prefer to do standing up, but obviously for this you'll be sat down, so that advice is less relevant and more of the standard edd-level. Sorry.

I'd just go with a smart shirt, no tie. Worked for me. For a webcam interview, like news readers, trousers are optional.

Speaking of such things, I've started following Lauren Pope on Twitter, simply because she's a co-workers cousin. And I enjoy teasing said co-worker with this fact. Now I'll be better informed/armed.
