http://in.news.yahoo.com/139/20100218/8 ... -drop.htmlI think that the real reason for the fine was to raise revenue.

The fine's maybe OTT, and I know it's a cliche , but somebody really could have slipped on it.

I can accept that, but the warden should have asked for it to be picked up, if she then refused, then a fine would have been appropriate. It was simply a money making scheme.

Meh.
She littered, she got fined.
No disagreement from me.

Not sure you can litter with biodegradable plant material.

I'll come and dump a trailer-load of Rhododendron, bramble, dog-rose, nettle, Giant Hogweed and Japanese Knotweed seeds at your house then?

More than that, Japanese Knotweed is one of those plants you have to call the council about - controlled waste basically...

I think it's acceptable to dump an apple core in a hedge row, where it will be recycled exactly as nature intended.
A banana skin in the street is a totally different story. Banana skin does not decompose that quickly, and the pavement is not a natural environment which would benefit from fertilisers. Some one had to pick it up, and a £50 fine doesn't sound unreasonable. There are signs up everywhere warning of it, so it shouldn't be surprising either.
Maybe if she'd said "Oh I'm so sorry, I didn't see him drop it. Let me take care of that" then the guy might have let her off, but it sounds like she had a bad attitude. Bad attitude earns no favour.

No that would be fly tipping with a £50 000 fine!

I think she's a tool. A banana skin in the middle of the street will not just biodegrade. It looks messy and could (with perfect comedy timing) cause an accident. Yes the warden probably could have asked her to pick it up first but honestly I've got no sympathy.

Somethig doesn't seem right - warden sees banana skin fall from pram and then fines mother? Did thr mother see it happen? If she did and ignored it, fair enough. But if she didn't notice it happening then is it proper to fine her for something she didn't know about?
