Sometimes!!  I could cite you 5 people I know who have either smoked all their lives, or lived with a smoker for many years, all of whom are hale and hearty. My great grandfather smoked cigarettes from the age of 15, then a pipe from the age of 60, he lived until he was 102, and only died when his heart gave out while he was having sex with his girlfriend. Well yes, but consumption in and enclosed area by one indivdual doesn't automatically put those around them at greater risk as a result. Well fine. How's about (second hand) tobaco smoke measurably increases your individual risk of developing various forms of cancer as well as other diseases that have been medically attributed to smoking. Is that better for you?
