Why do 'you' put so many 'random' words into 'pointless' quote 'marks'? When you talk in the pub do you have to set your pint down every third 'word' to wiggle your 'index' fingers next to your 'ear'?

No 'money' was sent 'overseas', the 'councils' put their 'money' into UK 'bank' accounts that happened to be managed by the 'UK' arms of 'foreign' banks. Just like the 'Abbey'. There is nothing inherently 'wrong' with this.
