The alternative would be to appoint somebody from the industry who would almost certainly act in their former (and probable future) employer's interest.

I can kind of go with that. I want the government's broadband policy to be decided on the interests of the consumer, not the industry. If you appoint someone from the industry, the latter is probably what you're going to get.
