I think you need to learn to drive at 17 as it's best to have passed before you start work/uni. Maybe they could have learn at 17, but you still have the same restrictions as a learner until you're 18 (No motorways, must a a person over 21 with you etc).

There are a lot of inconsistencies in what you can / can’t do between 16 – 18
e.g.

CAN
Work
Join Army
Drive
Have a Family

CANT
Vote
Drink
Buy a knife (even a kitchen knife)
Buy many off the shelf drugs

The whole age of majority needs to be properly thought out
