You wouldn't catch me in one, but this sounds like nothing but a money-making scam; 'What you're doing is disgraceful, so we'd like to really charge you for it'

Same here re going into one. Though they are very profitable so can afford these fees, and councils need to make money somehow.

It's still not right targeting a specific business in this way, especially on the back of what seems to be completely skewed 'consultation'

It will be. Since when has a business absorbed such a levy? It will get passed on to the girls in a higher nightly fee.
