Is this an emotive reaction of his, or a scientific assessment?
It is a fact that hamsters in their native lands are seen as a major pest as they can devastate crop stores. Anyone who has had a hamster will know how much they can shove in their heads and bury without eating it. They are massive hoarders.

They are probably worried about staff being savaged by hamsters.

Ones that know there job? We had all sorts of problems this winter doing renovations on the house - at that was all inside! It was too cold for glues etc. to harden. The road builders and house builders have been on short time since November, they started working full time about a week and a half ago, because they can start putting down tarmac, building pavements and building walls again. If it is too cold and moisture gets inside the tarmac, concrete, mortar etc. then it will crack and break up almost immediately.

Someone who knows their job would be able to use other means to complete the task, such as using nuts and bolts instead of adhesive. They would also know that if this couldn't be achieved by other means and suggest that the wolf be contained in a different type of enclosure. With zoos having been around for 150+ years the staff should have\ a pretty good idea of how to contain wild animals by now.

Again, it's not that simple as saying 'we'll use some gaffer tape instead of staples'. It's not as if you're putting in a roll of chicken wire and some stakes, you're more than likely constructing a den, an isolation unit and a viewing area, all of which need to be up to the spec quoted for the job. If the weather conditions are hampering the build, then you wait and do it properly, as per the design. If it something needs to be addressed later down the line, then you'll have accurate plans that represent what's on site to rely on.

In northern Sweden they also have a shorter working season to work in. If it is not finished before the temperature falls too low, it is simply covered up until the spring and they finish it off then.

You are not going to hold off rabid hamsters with gaffer tape. Staples in a staple gun might be more effective, though if you used the gaffer tape to protect your neck you might stand more of a chance.
