It has emerged that two unionist parties who used a stock photo of the same model in rival election materials may have breached the terms and conditions for using the pictures.

Under the Digital Economy Bill wont they be allowed to do just what they have done?

I'm not sure what terms and conditions they may have breached, unless there's a specific clause banning using the image in political campaigning.

*shrug*

There is something about not implying endorsement by the model without a disclaimer on the poser. This appears to be an endorsement.

The clause which states that the image can't be used in such a way as to indicate that the model endorses anything? :?

Yeah, I found that bit now. When the story first emerged there was no clue as to which stock library was used.
