I thought Germany had problems with this? Anyway this would mean that only technically illiterate will get caught up. Everyone else will routinely clean their machines of such crap. Also will the European courts allow this?

The US already does this, though not for copyright infringement yet. That is why some UK businesses go with freshly formatted machines and use A VPN to get access to their data. Plus you may not get your computer back until after you have left the country. So have to pay for it to be shipped back to you. This will also destroy the tourist trade. The controls on US borders has meant that tourism to the US still has not recovered to the point it was in 2000.
Criminals will love this. It will be a free pass to commit crimes as long as it does not involve copyright infringement. The public will be against it for just that reason. If the media industry want the police to give them priority then pay 42% of all costs of police then it might be considered. Why 42% well 3 out of 7 days because films open on Thursdays and there are openings every week. That will exceed the media industries revenues.
And we could deport their ambassador to show that we think that their policy is unacceptable.
