Funding comes from other sources as well, such as events like Football matches that are funded by the clubs themseves.

I would agree but part of the problem is that the public are getting cynical of even the NHS using the extra money wisely.

Grants? Well thats a good way to keep your police service in check, keep them on leash. So the football clubs pay them to police the stadium, and we're not? Where are out bobby's when we have a break in. My mistake a crime number will do, that always makes me feel safe.
