Yes his windmill would get a fraction of its potential purely because of its location.

Green energy does not only include generation. Efficiency is top of the green agenda because it is the most cost effective and lowers costs for all concerned. Why do you think that Labour did so much in the form of energy insulation grants. They could have done more, but did a lot more than the coalition will do. Renewable energy has other benefits, lower pollution and less dependence on foreign oil, with its impact on the balance of trade. It makes us less dependant on dodgy regimes like Russia were we get most of our gas.
