Can you downscale a 1080 camcorder file so it'll play on a non HD 16:9 TV or 4:3 1600x1200 TFT?

Forgive me if I'm really wrong here, but isn't a resolution of 1600x1200 better than 1080 HD?

no... '1080' HD is 1920x1080

any any half-decent [i.e. better than movie maker] video editing app will let you alter the resolution [to some extent at least] of the outputted file...

and if you play a 1080 HD file on a monitor smaller than '1080p' it'll just shrink to fit... though on 16:9 and 4:3 you'll get letterboxing [serious letterboxing on a 4:3]
