Milking the rich won't help for two reasons:
1. There aren't enough of them
2. They've enough money that if they don't like it, they'll go and live somewhere else.
You have to tread a fine line - push them too hard and it's counterproductive.

You tax them fairly, but close the loopholes. If they are upset at paying the same taxes as the rest of us then ban them from ever returning. The US does that.
