I would say it depends very much on how it is implemented and whether or not it presents an appreciable obstacle to players who are new to the game.

There is nothing particularly wrong with gain access to new skills, units or whatever as a game advances but that's mainly of use in advancing the single player side of things. For multi-player I would think the developer has to be fairly careful to ensure that 'experienced' players with all the best toys don't just end up wailing on anyone foolish enough to wander into their domain. It can put people off to just keep getting killed all the time without being able to advance.

The KOTOR and its sequel have XP and levelling up only in a single player game. I find it helps the game. You need to plan what your strategy will be in terms of upgrades. So every game can be different.

I do not play multi player games so will not comment on them.
