Why do they need the church's permission? Surely the courts could issue a warrant to get access.

Perhaps the Church still holds some sort of special status in Italy? Either that or the crypt falls under the jurisdiction of the Vatican, rather than Italy.

That was my thought. Plus with all the discussion about opening the vault wouldn't they have had plenty of chances to move the body if it were there?
