Neil Gaiman was the brain behind it. He's so incredibly respected, they even named an entire race of people after him in Babylon 5. Incidentally, he's supposed to be writing an episode of Doctor Who next year - news which makes me very happy indeed.

He's already written and submitted it.
I've seen a picture of him sat with Stephen Moffat with script in hand - it was folded back on itself so the title of the episode wasn't given away -though by all accounts it'll be ep.3 of season 32.
