He said homes should be allocated according to need in future, with people moving into private sector accommodation when their circumstances improved rather than being allowed to remain in a home for life and even - in some cases - pass it to their children.

It looks like Cameron has been shooting his mouth off with out thinking. This idea will have no impact. The majority of these people are on minimum wage jobs or close and so would automatically qualify for an extension to their tenancy anyway. And considering social mobility os so poor why not have them leave them to their kids, it is not as if they will have much else to leave them. If they want greater labour mobility then build more council houses in the south east, where the jobs are then they can move to work. It clearly shows that all he wants to do is destroy the welfare system and use the financial crisis as an excuse to do so.

Boris is clearly too busy to mess up right now so clearly the baton has been passed to Cameron.

Making it easier for people to transfer to where the jobs are will make a bigger difference, but the problem is that the councils simply do not have the property to allow people to migrate to the south east. Housing Associations were underfunded and relied on the property bubble to fund what little building they did actually do. With a burst property bubble they are now unable to build what homes are needed. So they need to actually build millions of homes in the south east to achieve that objective but watch their core support ebb away as the NIMBY's get revenge.

I was nothing to do with empowering people. It was a way of buying votes. Home owners are more likely to vote Conservative. Simples.
