As has been said already, anyone who can buy a penthouse for £140M more than likely owns a significant amount of property that easily dwarfs that - so it's not like they're buying it as a first home.
As to a question of taste, justification or fairness; I don't know where I stand on the matter to be honest. I don't like Candy & Candy, I think their work is gash. I don't like developments that effectively keep low-income earners from town centres. But I don't think anyone can/should stop anyone from spending their money however they please.
And to those who've said here they'd not live in London if they had that kind of cash, imagine just for a moment you did have that kind of cash.... living would be a completely difference ball game and your rotten experiences of London would not even register. You wouldn't travel on buses, tube or trains, you could dine and shop as and where you please and you would have your own jet at London City. To be honest, you wouldn't worry about anything. Remember, there's no point being a filthy rich billionaire if you only plan to laze around in a hammock by the a beach in the sun!
