They tried unit fines here but the government of the day, I cant remember who was in power, upped the fines by 400% and it died a quick death, after a few outrageous cases.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.

In Finland they also charge you relative to your wages.

It seems a logical stance. Some may argue that people should be fined the same for the same offence but IMO £50 (or whatever) to a low wage earner is going to disproportionately affect them more than it would a multi-millionaire.

The only way fines can truly be the same for everyone is if they impact on them to the same degree.

Yes they need to reintroduce the scaled/unit fines here. It would be so much fairer.
