I suspect it's guilt/PR money if you're taking all his actions into account, he certainly isn't/wasn't incompetent enough to just blunder into things, there was purpose no matter how evil :evil:

Consiidering he put many soldiers there needlessly I think that it is the least he could do. Maybe hand over some of his country estates for soldiers care homes?

edit.. due to the amount of money they should take and publicly say they are accepting his blood money for the good of the soldiers but they still consider him responsible for putting so many of them in a position whereby they need treatment.
