What's a life?

News clickyThere are two things that annoy me about this: 1) The woman and what she did (which, I think, everyone agrees with me on) 2) The RSPCA acting as though they're some sort of law enforcement agency! They're a charity FFS! They have no authority at all to interview people. No matter how good thair aims, they still acting way above their station.

Well, they have the Power of Prosecution and work closely with the Police to investigate abuse under the Protection of Animals Act (1911) so it's not a big surprise that they'd be working with the Police to determine whether to prosecute or not, they are allowed to question, with Police officers present to this end. It's also not unrealistic to expect that dedicated RSPCA officers would be better equipped to question suspects accused of animal abuse, than your average beat copper, is it?

Also it is much better that these cases are brought by the RSPCA if the police are unwilling or unable to do so. Animal cruelty should never be tolerated.

None of these ranks are officers of the Crown, and have no legal significance whatsoever. They are designed to impress the public.
