Playing devil's advocate, if you take a bunch of people and throw them into a situation they're never likely to have encountered before, perhaps it helps them to think "outside the box" and come up with solutions to problems in new ways.

If it helps people make better decisions when under pressure, surely it's a good thing?

Yes but you do not have to spend nearly £1 million to get them to think outside the box. Couldn't some of these disaster management skills be part of senior officers training? You only need to train a few very specific people to command and coordinate. They could then issue the instructions for those around them.

We do have sizeable quakes in this country, and may even one day be unfortunate enough to suffer one similar to the one that struck Christchurch, NZ.

New Zeland lays slap bang over the meeting of the Australian and Pacific Plates, we are comfortably within the Eurasian Plate so I think that is highly unlikey.

jonbwfc I was behind her in a queue today - but I wouldn't describe it as 'bushy'.

You beat me to it :) I was going to say something utterly hysterical about people living near RAF airfields... :)
