IIRC this is to meet international standards against electoral fraud, and it's something the Electoral Commission has been asking for for a long time.

I don't see how it has anything to do with a return of the Community Charge (which, for the record, is infinitely fairer than the council tax system, which sees poor people in large houses stung for huge amounts of money, rather than based on their income).

The poll tax was never fair. Great if you live in a huge house. It is a huge con on the public. The rich benefit at the expense of the poor. Any tax which is fair has to be fair has to be progressive. The old rates were fairer than council tax. The reason that property taxes will never disappear is that properties do not move, people will simply disappear when the you tax people simply for existing. Maybe a better scheme is to have a split income for councils with a local income tax and a property tax.
