Well I better scrub out that Somali visa stamp in my passport then. ;)

Well since much of the training will be either in Somalia or Pakistan it will be no different from what has been the case for a while now.

Noticed how recently all Government bodies are indirectly highlighting how they shouldn't have their funding cut....

It is the corollary to empire building. Protecting that empire that you have built up when the times are good, to defend it when the times are bad. That said the level of cuts are unnecessary. Such austerity measures are invariably counterproductive and the decision to cut as deep is purely political.
