Most broadband lines are sold as contended 50:1 which is why they are so staggeringly cheap compared to a leased line.
You get exactly what you pay for. The maths is simple. You should be able to work it out yourself. You're
not paying for an 8Meg or 24Meg service; you're paying for
a 2% share in one. It should be obvious that not everyone can use 100% of the shared bandwidth at the same time.
If you want an uncontended service or guaranteed quality of service, then you can pay for it. It's expensive. Most people don't need it, and certainly don't want to pay for it.
