There's a difference between winter tyres and snow tyres. Like lots of metal studs.

The need for winter tyres isn't to do with snow or ice. The problem is temperature.

Normal tyres are not designed to work at winter temperatures. Below 6-8°C the grip available drops dramatically even in dry conditions. Add in standing water and you've got a recipe for disaster.
