Yes but wars happen out of the blue and then you do not have the option to buy more or if you do it is at double price. Better procurement will probably make enough savings to mean that we do not have to get rid of so many. Reducing the size of the force is probably necessary, though I would prefer it done over time, rather than a savage cut now. We need flexibility.
