That's quite generous. I always thought they gave you 10% plus 2mph before they fined you. I can see safety campaigners getting a bee in their bonnet about that in 30mph zones as that means people could get away with doing over 40mph.

Simply lower the limits outside schools to 10 mph. Then it will be still a low speed, and therefore much safer, unless of course they are way over the limit.

TBH I think the public should be able to decide what local policing priorities should be. I expect many would rather see officers get off their collective arses and sort out town centres on Friday & Saturday nights than pick on motorists.

Here, they are considering lowering the speed limits by 20km/h on the motorway and doing away with the totally unrestricted sections of the motorway.
That would mean a maximum of 70mph on the network (+10% before you get fines and points).
The "unlimited" sections are getting fewer and fewer anyway. Around me, long stretches are set to 60mph during the day (6am to 8pm). Going fast is also a risk, as the insurance will usually refuse to pay out if you were driving with excessive speed.
