No, they're not.
Unless he's literally just brought it off the boat, in which case I think he'll have a grace period to get them sorted before it's registered etc.
Problem he will face is that the front aperture is too small for the standard UK plate, certainly the standard 7 digits.
There is some wiggle room in that...

(g) the space between the bottom of the mark and the bottom of the registration plate must be not less than 13 millimetres; but, within that space, the space between the bottom of the mark and the top of the name and postcode of the person by whom the plate was supplied must be not less than 5 millimetres."[3]

but you can bet the cops don't know about that, and will still make life difficult.
Regardless, the plate's still the wrong colours.

It would be easy to make a spacer/adaptor to fit a euro style plate to that fender.

If anyone fancies tackling the problem of making a UK plate (20.5" × 4.5") fit my plate aperture (12" x 4.5") without blocking the air intakes, be my guest. :lol:
