Yes most cannabis here is home grown but there are users from the rest of europe.Though I suspect that North Americans are probably as bad. As for other drugs the dutch have noticed that there usage has fallen as well.

Legalise everything, we need to weed the weak and stupid out of the gene pool anyway.

Legalise them, people can buy them over the counter from pharmacists, offer help to anyone to wants to quit (which people contribute to using the money they are no longer spending on drugs) tax them to increase the revenue available to help the country and anyone who's too stupid to use them responsibly or too weak to get help when it's required can weed themselves out of the gene pool.
