Update.

No refund arrived on Monday and I messaged him to demand it - finally got it today.

Now I have received a "cancel transaction" request - If I accept this will it erase the negative feedback I have left?

Slight tangent -

Been waiting 2 weeks for item to arrive, finally get the seller to track it down, allegedly to a Post Office in Bournemouth.
The tracking number he supplied is also too short.
I'm exasperated.

Sounds like the usual trick on scrimping on postage costs to save a few quid.

Does convention state whether buyer or seller should leave feedback first?

I normally wait for the buyer to leave feedback, to indicate that they've received the goods, effectively ending the transaction, which I (The seller) acknowledge by leaving my feedback for the buyer. When buying stuff I therefore try and leave feedback as soon as the item has arrived and been checked.

After 24 days, my item has arrived.
The seller blatantly got caught out for some reason, and sent the first parcel to someone in Bournemouth.

Update

Item was dispatched on 18th July. Still no feedback. I sent a message on Tuesday (26th) being fairly polite and angling it more along the lines of "You haven't given feedback so I don't know if it's arrived - has it???", but still nothing. This guy has 600+ rep so is no n00b. Any thoughts on what to do next?
