IIRC it's not down to 'layers' of atmosphere, it's down to gravity. Mars is smaller than Earth and therefore has less gravity - on the surface of Mars, you'd weigh roughly a third of what you weigh on the surface of Earth. This lower gravity means Mars can't hold onto molecules of gas as well as the Earth, so the atmosphere is less dense.
