A little North East from where I am now is Lake Vernwy which supplies water to Liverpool, which I believe is in England...

A few years ago there were reports about the huge losses of water just transporting it locally. I could imagine that one might start off with a reservoir of water in North Wales and only have a cupful left when it got to London :P

Water isn't a commodity like oil - it's a necessity. Hence IMO it shouldn't be taxed and should be profit-neutral.
