I've got lots of computer experience, and I've run Steam for years. I have absolutely no idea what you did to fix it though! Just happy it's working now

 pc is mucked up, I have win xp sp3 and yesterday I had windows updates and it was stuck at "installing update 23 of 113" and would not progress, now when I started up again today and tried to shut down it again was saying "installing update 23 of 113" left it for ages and no progress so I have to break my pc now to turn it off  is there any way to fix this?

Run Windows Update from the start menu rather than having updates installed when shutting down.

I wish I could it always comes up with "The website has encountered a problem and cannot display the page you are trying to view. The options provided below might help you solve the problem. "

That was my understanding. You actually have to de authorise the first account. Though it does annoy me when software particularly games can only be run or installed in an admin account.
