He's being held because he's accused of doing something which could significantly injure himself and/or others. Whether that's true or not is up to a court to decide. The fact what he was doing was 'producing electricity' isn't the issue.
I think it's harsh to keep him in custody but if he's been dumb enough to tell them he'll carry on doing it if they let him out then that's what they're going to do.

it sounds like his apparatus was a bit of a fire risk and was perhaps not the best thing to have in the middle of a block of flats so I can sort of see a public safety case but they could presumably have confiscated his equipment and banned him from purchasing more as a condition of his bail.

If it was just transformers and batteries, then I don't see any problem. However... there was petrol too. Was he running an engine in his flat? That's a Carbon Monoxide risk.

There aren't many ways to generate any useful amount of electricity in a flat that don't involve a motor of some sort. I'm sorry but the bloke sounds daft and petrol and electricity and daft person, in a block of flats? if I was his neighbour I'd want it stopped.

Well having petrol indoors is crazy, but that should be enough to have the petrol removed. Also would a car battery be able to ignite petrol? I would have thought it would have needed boosting via a capacitor and spark plug to make it ignite.
