I have a feeling the family isn't actually interested in what is in effect a folly (in the traditional sense) and don't want to spend a single cent on it, so they're just going to hold out for a while and then say 'OK, keep the bloody boat then.'

Who would have agreed a contract like 6% of final cost? It gives an incentive to inflate the costs.
