We're so behind on this sh1t it's literally tragic. It sure as hell didn't work over here either, though a lot of that was down to the witnesses too.

Considering the loss that witness have to undergo they need better compensation from the state to guarantee convictions. Though it might help if the police were more involved in the trials as witness which might mean longer surveillance of suspects.
