Have tracked it down to turning off accepting cookies in chrome. For some reason if accepting cookies is switched on, the tapatalk pop up doesn't. If I switch off accepting cookies, despite the cookie still being on the system tapatalk doesn't see it.

Annoying but I guess I'll have to live with it.

Why not get a cookie manager? I use one to delete trackers within a minute. It also deletes non favourites as well. Then you could allow Chrome to accept the cookies and delete the ones that you do not want to track you.
