What might be better is that each country deals with their farmers in their own way. Though stopping payments to large scale farmers might cut the costs of CAP without impacting the small farmers which is where the French have a strong base. More importantly the Fisheries policy will be need to be reformed. Each nation must be able to protect its fishing fields from large scale fishing fleets.
