I think the phrase “before tax” is the key here.

I'm always amazed. I live in Derby, about as far as you can get from the refineries on the coast, but I've yet to find cheaper petrol elsewhere. Everywhere is the same or a couple of pence more expensive in major towns. In the sticks, it's a lot more expensive.

The BBC's fuel calculator (clicky) shows just how much tax we pay. The petrol itself is dirt cheap.

Yes but the variation in prices here are a lot less than in the US, whose prices have been disproportionately higher than here.
