It's really called Clubcard TV but it's Tesco offering a free streaming TV/films service to Clubcard holders.
I just tried signing up but it doesn't appear to like my Clubcard number, I'll try it on my Mac in a bit (on the iPad at the moment).

Looks like it's not actually public yet. When I typed in my clubcard number it asked for a privilege card number to go with it. A quick google suggests Tescos 'privilege cards' are actually their staff discount scheme. So apparently they're beta testing on Tesco staff only.
