The problem is that if people don't get what they see as legal justice. ie Very long sentences for murder, raper, torture etc. They'll be more willing to accept this kind of retribution as justice, simply because it will feel as though they've had some sort of justice. You see news articles all the time about people not going to prison even though they commited a serious crime.
