Since the notices themselves are on google's systems and there's no copyright issues, I don't see how google can be forced to do anything.

I am with Google on this. They could also reduce the numbers of staff so that the takedowns take longer to be put in place. Though seeing a page with loads of takedown notices is bizarre.
