The actual gun might have a short range but would still be lethal.

The linked article suggests that it would not be lethal even at close quarters.

Certainly makes it sound like it'd be ineffective at any range that would preclude the use of something like a knife or thrown object of some sort instead and it's a hell of a lot less easy to conceal. Note the video they posted of someone firing it just shows the gun going off, it doesn't show the round impacting a target and any effect that might have.

Because most of the explosive force is lost as the expanding gas leaks out everywhere, the bullet is likely to only travel a few yards at low speed. If that's true, it would hurt less than being hit by a marble someone threw at you.

If held by someone's temple I still think it might be lethal. Which would be perfect for an assassin, with a death wish. The power would dissipate rapidly the further you were from the origin. Though it might be converted to be more lethal with dirty shrapnel so the person died of infection, especially if used with a toxin like ricin or similar, in which case it would not need to fire a heavy bullet. It could have a much thicker barrel and be able to fire at a higher muzzle velocity.

if I smash a butter knife into your temple, there's a very good chance you'll die (not that I would, obviously). If someone can get into close enough range to be able to lay a hand on the target, then the weapon is effectively irrelevant, virtually anything will do. The whole point of firearms is to be able to kill at distance. if you can't do that, it's no better than a rock.

True but look at the numbers of assassinations that were done at close quarters. Anwar Sadat was killed at close quarters with a gun as was Lee Harvey Oswald.
