I'm in fuel poverty, apparently - assuming all fuel is included - Gas, Elec and go go juice.

I don't think that petrol is included unless you use paraffin for lighting. ;) sorry to hear it. Do you use lots of incandescent bulbs or low energy?

Interesting. A child at my wife's school told her a few years ago that the control boxes on crossings vibrated at the bottom for deaf and blind people. When I checked the ones in town, Ai found that they didn't. I thought this was the over fertile imagination of a seven year old. Clearly not - just our local authority hasn't installed the vibrating version.
